Program Selection Criteria for the HIV/AIDS Prevention Program Archive (HAPPA)

All of the programs in HAPPA were evaluated by a Scientist Expert Panel according to the following criteria:

1. Scientific rigor of evaluation (appropriate design and methods, with comparison group)
2. Follow-up assessment must have occurred after the end of the intervention period, preferably three to six months or longer
3. Demonstrated positive impact on one or more of the following HIV-related behaviors and/or HIV infection rates for one or more subgroups of persons:

Sexual Risk Behaviors

  • Decreasing the number of sexual partners
  • Decreasing the frequency of sexual intercourse with partners who engage in high-risk behaviors (e.g., injection drug use, prostitution, male-male sex).
  • Decreasing the number of HIV-risk sexual partners (e.g., injection drug users, prostitutes, gay and bisexual men)
  • Increasing the use of effective STD/HIV/AIDS-prophylactic methods at first intercourse
  • Increasing the use of effective STD/HIV/AIDS-prophylactic methods at most recent intercourse
  • Increasing the use of effective STD/HIV/AIDS-prophylactic methods at every sexual contact
  • Substituting lower-risk sexual behaviors for high-risk behaviors
  • Increasing the performance of other sex-related HIV/AIDS prevention behaviors (e.g., increased condom purchasing and carrying)

Drug Injection Risk Behaviors

  • Abstaining from injection drug use
  • Reducing the frequency of injection drug use
  • Increasing the disinfecting of needles (e.g., with bleach)
  • Increasing the use of sterile water

STD/HIV Infection Rates

  • decreased STD/HIV infection rates for one or more subgroups of persons

Prenatal and Perinatal Transmission Risk Behaviors

  • increased contraceptive use among HIV positive females
  • decreased pregnancy among HIV positive females
  • decreased births among HIV positive females
  • decreased births of HIV positive newborns
